Bet Berla won't be too happy about that! But it will make many local authorities pleased no doubt. And who's to say it won't attract a few more votes from many Italians who do realise that Comunes cannot exist without ICI for much longer...
My own comune has had to drop plans and some half finished local improvements because there is no longer sufficient funds for many things.
Sorry, I am so slow with these things, but does this mean that first home buyers no longer have a tax advantage? Not that I was really thinking about buying a house in Italy anytime soon, but it was certainly the ONLY advantage to even considering buying a house. My gosh, golly... is the new government really trying to get young families out of here ASAP!
ICI is different to the lowered purchase tax rate for prima casa. ICI is annual tax (payable biannually) which was repealed this Spring, except for luxury prima casa (A1, A8, A9) and second homes. Bossi wants to rollback the repeal to fund comuni.

Al di là della praticabilità dell'idea di Bossi, al Cavaliere non piace la prospettiva di far salire la pressione fiscale dopo aver sventolato questo tema in campagna elettorale.

I am to understand that a non resident with a house that is I think A2 no longer pays ici?

You would need to be resident (the house must be your primary residence, not your second home). YOu can find out if it's A2 by looking at your atto di compravendita.
Thanks, I am not a resident so I have to pay, if I get you correctly. The other tax IRPEF, I pay every year but in reading the posts I don't think I have to, I have no income from Italy or EU.
