I believe that you are probably doing the home schooling under some sort of regulation from your home state. At least in California that's the way it works, the parents must submit forms, tests, etc to the state every year. So I believe that if you tell the locals in Italy that you are schooling your children through a US regulated schooling program they probably will be satisfied. It would be similar to sending them to one of the foreign private schools. And after all the law is intended to make sure kids are in school.

After doing some research, I found out that unless one of the childrens parents is Italian, then it is ok to homeschool. If you are not an Italian Citizen there is little much the Italian law can do.
